The NFL fined Dallas Cowboys wide receiver CeeDee Lamb $22,511 for unnecessary roughness after he led with his helmet during a Week 3 loss to the Baltimore Ravens.

No flag was thrown during the game, but the league reviewed the play and ruled that Lamb’s actions broke the rules.

The play took place in the final seconds of the first quarter with the Cowboys trailing 14-3. Lamb caught a pass from quarterback Dak Prescott for a first down.

He caught the ball inside the Ravens’ 20-yard line and advanced to the 9-yard line.

At the moment of contact, Lamb lowered the crown of his helmet into Ravens’ safety Kyle Hamilton.

Although the league ruled it unnecessary roughness, some question whether the fine was warranted despite the helmet contact.

The loss marked Lamb’s worst game of the season.

Lamb was seen in an animated exchange with Dak Prescott and displayed poor body language on the sidelines with his hands on his head and slouched shoulders.

The All-Pro receiver apologized for his behavior and rebounded in Week 4, helping the Cowboys defeat the New York Giants with 7 catches, 98 yards, and a touchdown.
