Jamie Carragher, a former defender for Liverpool, has criticized several Premier League clubs for allowing loans between affiliated clubs to continue, and he has called for a significant revision of the voting process. It happened before the January transfer window and might have far-reaching effects.

Teams might not have been able to loan players from clubs that have the same ownership structure as a result of the proposed amendments. Due to their ownership by the Saudi Arabian Public Investment Fund, which also owns other teams in the Saudi Pro League, Newcastle has been the most notable example.

With more money coming in, there has been a major drive to sign some of the biggest players in the world to establish the league as a major force. Over the previous year, a number of celebrities, including N’Golo Kante, Cristiano Ronaldo, Neymar, Karim Benzema, and others, traveled to Saudi Arabia in search of lucrative deals.
